Michael Jackson joins Law Reform Commission

Hong Kong, 4 January 2024: Congratulations from all at BC&C to our Consultant Michael Jackson on his appointment by Chief Executive John Lee as a member of the Law Reform Commission (LRC) for a three-year term.

Michael, currently Head of the Department of Law at the University of Hong Kong, has been consulting for BC&C for three decades, specialising in criminal law and procedure, cybercrime, and privacy and data protection law. He said: “I’m honoured to accept this appointment and look forward to working with my new colleagues towards the LRC’s goals of making the law more effective, accessible and in tune with the community’s needs.”

Michael has authored a number of legal publications including the acclaimed textbook Criminal Law in Hong Kong, which was published by HKU Press in 2003. He is no stranger to law reform work, having served on the LRC’s Sub-committee on Fraud between 1988 and 1992, while he has also been a member of the Law Society of Hong Kong’s Committee on Criminal Law and Procedure, and has appeared on a number of occasions before Legislative Council panels to present submissions. He succeeds Professor Fu Hualing, who has completed his three-year term as an LRC member.

The LRC was established in January 1980. Members are appointed by the Chief Executive, on the advice of the Secretary for Justice, and include academics, practising lawyers and prominent members of the community. The LRC has published reports covering subjects as diverse as commercial arbitration, interception of communications, privity of contract, divorce and fraud. It is currently considering references on archives law, access to information and cybercrime.
